Can manual tax lines and/or entries from an external billing system still be created in AR for India

We are going through an implementation for our India business units into Oracle and although the Localization will be used for the project at this time we are not implementing the AR Tax piece.  Does anyone know if we can still bring over autoinvoice lines and/or create manual tax lines even if not using/setting up the tax rates associated to AR?  Also, can this have an impact on any Payables transactions?
