'Cancel Pending' Status

I have two simple questions - yet I'm unable to find any reference in documentation.

I have promotion with one components, and 3 components details - 3 items on promotion on 1 location. I want to cancel one promotion detail (promotion price is not correct) and create new one with correct price.

When I cancel Promotion detail, it goes to Cancel Pending status, and conflict checking is failing for the new detail I created with correct price.

Questions are:

1. Is this the right approach to change promotion price on 1 component detail: cancel existsing component detail and create new one?

2. When will 'Cancel Pending' status be cleared? Do I need to run some batch that will close it?
