Identyfing our Budgeting needs in E1

We are in the process of identifying a good tool for our Budgeting needs for our mid size client. We primarily use JD Edwards E1 9.1 on front end for transaction processing. Some features we would typically look for in any new budgeting module would be like i. Real time- integrated solution (preferably), ii. Uploading budgeted records back to JDE, iii. Approval, lock down changes, audit trail, iv. drill down to transaction level, v. cloud hosting, vi. Easily integrated and workable with Excel spreadsheet, vii. convenient for power users (not just IT) to build reports. We would have preferred if
