UDC 49/SD wont allow to add free goods at order level

If we are using free goods functionality at order level alongwith transportation,it wont work.

As we need to define 49/SD with Order type & Line type to create shipment number at the time of sales order entry.

If we remove the respective UDC from UDC 49/SD,then Free goods works fine at Order level.

Kindly suggest is this a standard BUG.
