Terry, We are running into a similar issue but only with Configured items.  I have tried to run Order Processing so it only attaches the Routing and that works.  Another issue is that when you go into the parts list the system is showing the records as locked by the user who launched R31410.   You can get rid of the locks with P00095 but I get the same results when I rerun OP.  Work orders for non configured parts attach correctly.
