How the tables RSM_HIERARCHY_PERMISSION and RSM_ROLE_HIERARCHY_PERM populated?

Hello,

We are trying to provide the data permissions to the users for all the departments. We know how to do it VIA client and it is long process to add the each department to the each role. Instead we would want to directly populate the tables for all the available roles. We are in need of help on achieving this. In this case could any one of you explain how to populate the tables

RSM_HIERARCHY_PERMISSION and RSM_ROLE_HIERARCHY_PERM for the new and old departments?
