Windows7: Install Forms 11g

I am installing (or trying to install) Forms Developer on a 64-bit Windows 7 workstation.

Running the setup.exe, first step shows:

Oracle Forms and Reports 11g R2 - Step 1 of 15

Before proceeding, install Oracle WebLogic Server to create a Middleware Home directory.

Googling that message sends me to this link:  "Fusion Middleware Installation Planning Guide"

Can someone point me to the right section within that huge document.   I am not familiar with all the smorgasbord of options.
