Sample Notification to two different users

Hi All,

We have the following scenarios. Kindly guide me to achieve these requirements.

We are implementing OPM quality for our business and we need to setup WF notifications for PO receipts and Batch Receipt transactions. We do not use routing in our Recipes, hence we enabled '[oracle.apps.gmi.inventory.created' business events to send notification when lot/FG declared on batches.

In batch transactions we have parent batches and child batches. We would like to send notifications to respective approvers/users to collect the samples.

Parent Batch's item starts with 'W' and Child batch starts with numbers (0-9). There are 4 quality persons to collect samples from these batches (i.e) each 2 persons for Parent and Child batches.
