Can't print COAs

Does the sales order and test results have to be in the same business unit to print a COA?  I can't seem to print a COA for my sales orders.  Product is manufactured and test results entered in one branch plant and sales orders are entered in the distribution branch plant.  If this is true, how can I overcome this issue?
