How do you get Enterprise Manager to work after ODA base is configured

Hi Guys,

Would anyone know after ODA base is installed how do you activate or is it a separate install to get Enterprise Manager up and running because from my limited understanding once you deploy ODA base it installs the RBDMS software and grid infrastructure. 

Please let me know thank you.
