Missing oraparam.ini from the Oracle LDAP Adaptor client install

We are upgrading to Siebel 8.1.1.12 . In the unpacked Oracle LDAP client directory '8.1.1.11\Windows\Server_Ancillary\ORACLE_LDAP_Client\enu\client\install' we are missing the oraparam.ini file. We do have a  oraparam_bak_nic file. The universal installer for the required Oracle client packaged with the Oracle LDAP Client will not run without a oraparam.ini file. Has anyone come across this?
