TFA installation taking a long time with patching

Why does "rootcrs.pl -patch" installs TFA?  How can we avoid installation of TFA?  Currently, it is installed in /oracle/grid/11.2.0.4/tfa (or $GRID_HOME/tfa), is it the correct location for it or should it be installed in $ORACLE_BASE?
