Database Install/Upgrade/Opatch (MOSC)

Help: UnsatisfiedLinkError: njni12 during Oracle12c install on AIX

I am installing Oracle 12c to AIX 7.1 (7100-03-04-1441). During the install the, the Oracle Database configuration steps failed.

Any tips/help is welcome.

        Oracle Database configuration

             - Oracle Net Configuration Assistant --- failed

             -  Oracle Database Configuration Assistant  -- failed

The log errors are very similar to if I just try launch netca as shown below.

I try launch Network Configuration Assistant after and it fails with output below.

bash-4.2$ ./netca

UnsatisfiedLinkError exception loading native library: njni12

java.lang.UnsatisfiedLinkError: njni12 (rtld: 0712-001 Symbol CreateIoCompletionPort was referenced

      from module /space/oracle/product/12.1.0/dbhome_1/lib/libnjni12.so(), but a runtime definition
