Production Scheduling Installation - question

Production Scheduling Installation - We are trying to get the Production Scheduling model running in our 12.1.3 VCP instance.  After completing the install instructions for PS in 12.1.3 installation guide, I cannot create a Production Scheduling Plan.  When I use Production Scheduler responsibility and navigate to Production Scheduler --> Names, I get an pop-up error MRP-MUST DEFINE PARAMETERS.  Does anyone have any ideas on what we are missing?
