Payment notification

If the mail server was down at the time when a supplier was paid by electronic,will the payment notification send to the supplier when the mail server is back up?
How can we verify that the payment notification was sent to the supplier when all variables are in place, example, supplier email address is entered correctly and the mail server is up?
Can all the payments notification be copied to a central outlook mail box, if yes please advise how?
