How do I grant sftp/scp rights to a role?

I have changed an account into a role. This was done to prevent logins and force SU ing for security tracking purposes. However this user has need to sftp/scp from time to time. Is there an RBAC solution to this some how? I'd like to grant him permissions to sftp/scp but not to login. I've see old posts from 2006 about something similar but that was for a user not a role. Help please?
