getting "your session has expired" while login in EBS R12(12.1.3_

Hi champs

  I am getting "your session has expired" error while login in ebs R12(12.1.3) with any user.

About the environment.

its single node(linux box)  , db and application resides on the same node without any other configuration(like loadbalancer , SSO)

appreciate any help on this.
