security on value set name

1- i have 2 value set(valueset1 and valuset2) for accounts for 2 ledger.

2- in the first responsibility for the first ledger i want to appear  valueset1  only , and valueset2 not appear .

3-the same in the second responsibility i want to appear  valueset2  only , and valueset1 not appear .

how i make this ?
