QA Workflow

I've been looking high and low for a manual/document to tell me how to set up workflow for QA Management module.  How do you set up the "approver" address book number that approves test and specification changes on the approver workbench P37300?  I can't seem to find anyone who knows how to do it.

I understand how to activate workflow on the test revision and specification revision processing options.  I need to know how to point the workflow from these programs to an address book number.
