Form Personalisation on Payment Instrument form (AR workbench)

Hi,

Looking to create a forms personalisation to make the Debit Authorization field
mandatory on the Payment Instrument page in the AR Transaction workbench.
However, the Help/Diagnostic/Examine/Custom Code/Personalize navigation is not accessible
on this form.

ideas?
