R12.1.3 : Applying applications patches without APPS and SYSTEM passwords

hello,

We are about to implement various security policies and we want to restrict passwords of apps and system to DBAs.

Can we apply patches using adpatch without using apps and system passwords. Are there any workarounds or standard procedures for the same?

Environment:

EBS  - 12.1.3
DB - 11.2.0.4
RAC Enabled - Yes
Shared Application Tier - Yes
