Administration - Locale --Short Date Format change not working in Siebel 8.1.1.11.5

I am trying to change date format from M/d/yyyy to d/M/yyyy but Short Date Format change not working in Siebel 8.1.1.11.5 from Administration - Locale for ENU locale. Is anyone facing the same issue?
