Z/os mainframe COBOL connectivity with Oracle AIX database

We have been asked about the possibility of writing mainframe (Z/os) COBOL programs that will need to access data on an Oracle database (Enterprise Edition 11.2.0.4) on an AIX platform (64-bit).

Is this possible and what add-ons would we need in order for this to occur?
