Restricting the PDF to only printable in BIP reports

Hello,

I want to restrict the content of the PDF reports generated by the BIP application in Siebel to only print only i.e the PDF report shouldn't be convertible  to any word file so that its content could be tweaked. We tried to set the the PDF output in Admin --> Runtime Configuration by setting the Modify permissions password. But using some external tool I can still unlock the modify permission password. Is there any solution to this ?
