RPC 2 patch application clarification

Hi,

Can somebody clarify these doubts i have with applying RPC2(19030202)

1. Following note 1920628.1, Post patch step 2.3.1 says conditional but some of the sub steps are with "Required" , I am wondering if Is it OK to skip all the steps that comes under "perform product-specific post-install steps (conditional)" ?

2. Post install step for AP asks to follow two documents , In both patches(14466506,11868928) files delivered by patches  are lower version than the ones currently available in the system, do we still have to apply ?
