Failed to create package directory on Dep server

Hi,

We are facing a issue while doing Package build from webdev client machine. There is no issue while using deployment server.

When using Fat client for package build its not creating package directory  on dep server under Pathcode > Package folder.

Dep server : 2008 R2 64 bit

Application - 9.1 Update 2

Tools - 9.1.5.1

Client - Windows 7 professional.( we have not installed Visual studio as a whole, but installed the required C++ vcredist package)

Below is the jde.log :
