Can Invoices be imported without invoice lines?

Have a requirement to import only the invoice header and not the invoice lines into EBS 12.1.3, the lines are entered manually later based on receipts.  Can this be done using the AP Open Interface table?  Customer currently inserting directly into the AP_INVOICES_ALL table bypassing the open interface table.
