Performance Issue - Forms taking more than 2 minutes

Dear Legends,

We are facing a huge performance issue in terms of Forms in R12 (Development Environment). I'm the DBA looking into this issue from the Instance setup.

Env:

Fujitsu Server - RHEL 5 64 bit as Host O/s with 64 GB RAM - Installed Oracle Virtual Box on it and create a VM with 500 GB HDD and 12GB RAM for this DEV (VM) instance. - R12.1.3 & 11.1.0.7 rhel 5 64bit as O/s

Network Bandwidth : Server End - 8Mbps , Remote End (Client location) - 4Mbps

DB sga_target 4G pga_aggregate_target 2G

Scenarios/Issue

1. When we Open the Forms at the Server's location it takes only 30-40 seconds to load.
