Random components not restarting initially after restarting services

Ironman, are you out there?

This issue actually started for us a couple years ago when we upgraded from 8.1.1.5 to 8.1.1.10.  We are now in the process of upgrading to Innovation Pack 2013 (8.1.1.11.13) and switching to Open UI and I still see this behavior in our upgraded development environment.

Before 8.1.1.10, whenever we "bounced" the services, the components all came back online with near 100% confidence.

Since 8.1.1.10 was applied, that confidence went out the door.  Every time we bounce, a number of components fail to come back online and alerts are sent with:

This is an automated notification message that a process for the component <RandomComponent> has exited with an error and will not be restarted because AutoRestart is set to false
