Not allow user to clear orders out or continue to checkout w/Error in iProcurement

Hello,

An user reports that she has trouble ordering supplier items since shopping cart has an error in iProcurement and will not allow her to clear it out or continue to checkout.

Please see the screenshot for this error.

Any thought for this issue?
