How to Charge Modifier fire while Promotion Item

Hi All,

my client need is that  freight &  special Charges modifier apply while promotion modifier are applied . example below

I have make two modifier one is Promotion like by one get one free and 2nd Freight & Special Charges and associate with line qualifier  = to above Promotion Number after that User create Sale order and save it the first Modifier are successfully applied promotional item automatically appear in next line but 2nd Modifier are not applied which was already associate with Promotional Modifier any one can help me.
