What drives security access to BATCH Dispatch EDX process?

Hello,

We are on ePro 9.0.  For the BATCH Dispatch process (ePro>Buyer Center>Dispatch Purchase Orders>BATCH Dispatcher), does anyone know what drives security access for a User ID to dispatch POs via EDX.

For one of our user IDs, the process will run to success, but in the log file it displays "Not Authorized" and does not pick up any POs to dispatch.  It works for other IDs, and the user preferences appear to mirror one another. The each have full PO authorizations in User Preferences.

Is this something to do with a role/permission list? Even though the ID can get to the page and run the process without issue?
