Supplier Management v/s Supplier Life Cycle Management, Search by Product and Services

We are buying the license for iSupplier. We have Oracle Financials 12.1.3.

We want our buyers to be able to search registered vendors by Products and services and then send them out an email about new Bids. I understand sending out email to selected vendors is part of Sourcing and that's where we plan to customze it. I however noticed the functionality of 'Advanced Search' in Supplier Managment user guide thru which apparently I can search Suppliers with specified Products and services. The question is do we need an additional license of Supplier Life Cycle Managment to use Advanced Search on Supplier or is it part of iSupplier.
