Purchase Order Quantity - Allowable Increments

We have a requirement to inventory an item in Rolls but when we order, we have to make sure that the quantity reflects the correct # of rolls in a pack.

We want for user to order by the roll but for system to disallow quantities other than increments of 8.  How is this accomplished in inventory?
