Oracle continues to release this patch as non RAC rolling and non dataguard first.  This is unacceptable to customers that have paid millions for enterprise class availability using RAC.  I am posting this here in hopes that somone at Oracle will address this soon in an upcoming release with a better solution.  One option would simply be to stage the patch and then when a database restart happens it would be applied then instead of taking an entire cluster outage all at once.  Then you could at least roll it databse by database.
