pl/sql execute OS batch file

Environment:  Windows 2003 R2 Database:  11.2.0.1 stored procedure: host_command('D:\oracle\imports\prairie\import.bat'); no longer executes the batch file. have java classes, permissions enabled. this worked prior to upgrade from 10.2.0.4 to 11.2.0.1.
