Scheduler job doubled - Unable to update the F91320 record fo the job

Hello,

We met one issue currently, the symptom is that scheduler job double submitted, after checking we find it is due to 2 scheduler process ran on the ES, so we killed the newly-generated scheduler process and the service back to normal. But after a few hours, this doubled submitted jobs issue appear again, it is duplicated process again. In the log, it says "Unable to update the F91320 record fo the job, ARSS UPLOAD REBATE SUMMARY

We're not sure why the scheduler process duplicated ? Can anyone please advise?

System Info:

JDE version: 810

DB version : Oracle 10g

OS version: AIX 5
