The data in FND_LOGINS table

Hi

After clone, we found in target environment, the data in the following tables get reduced compared with Source environment,

FND_LOGIN_RESPONSIBILITIES       179227⇒69
FND_LOGIN_RESP_FORMS              359698⇒149

we didn't run Purge Signon Audit data in Target environment.

why the data in those tables get reduced?

Could you please share me any opinion on the issue.
