Irec: employee with an old extended offer, we cannot create new offer

Hi There -

We have an existing employee with a number of applications. We extended an offer in 2013, since then the person has been promoted and the vacancy was terminated. The 2013 offer status is still at extended. The person has recently applied for a new vacancy and we would like to extend the offer - we are getting the following restriction.

You cannot extend another offer to the applicant as an active offer exists.

Tried to update offer - but then get No assignment exists -

Has anyone encountered this before and is there a workaround?
