ESUs to apply after upgrade to SP24

I see there is a doc that list the ESU to apply after upgrade to SP24 - E1: SP: EnterpriseOne Service Pack 24 (SP24) ESUs for XE and ERP8.0 customers now available (Doc ID 823633.1).  Do they really need to apply as some of the ESUs need to install baseline ESUs, thus will casue lot of program retrofit, please share your comment.
