Is there a report to compare between 8.12 and 9.1 security so that we can verify all the access has

we have security data copied from 8.12 to 9.1 in 9months before. we are going live next week so instead of manually creating all the newones created in 8.12 to 9.1. Is there a way we can run a report to verify which are missing in 9.1 in comparison with 8.12.

or better process to copy from 8.12 to 9.1
