Unable to validate that the source database is not the Enterprise Manager repository

I'm running a database upgrade from 11.1.0.7 to 11.2.0.4.  I got this odd error in the output log during the upgrade job. What in the world does this error message mean? How could the source database not be in the EMR?  That's where I kicked off the upgrade.
