How can I include Proposal template when generating leads from Sales Campaigns?

When generating leads from Sales Campaigns in Oracle Sales I am not getting the Proposals to populate on the Leads - Would someone know if there are any specific dependencies? I do have the Proposal Template created and active. I am able to include the Proposal Template on the Sales Campaign itself, but it is not including the template on the Leads. I appreciate anyone who is familiar with this for their insight.
