How to Show Error Message on Login Page after 1000 Logins

Hi Team,

Currently in our Production instance we are geeting blank page after 1000 users login into the application.

When 1001th user tried to open the login page he/she is getting a blank page instead of login.

Please help us in showing a message to the 1001th user saying that application is not available and also he/she should need to get the Login page.

if anyone did such vaidations on login page please help me.
