Executing PCM_OP_BILL_MAKE_BILL on DOM

Is it mandatory to execute (a kind of partial) billing on DOM, if I don't have delayed billing enabled in the system ?. Consider a DOM1 customer and bill cycle, 01-Jan to 01-Feb. If I can trigger the bill (and generate the invoice) for this bill period on any day during the first week of Feb, is it mandatory that I have to execute PCM_OP_BILL_MAKE_BILL on 01-Feb ? We have PDC, ECE, OCOMC and BRM involved in the solution.
