20160748 patching errors

Oracle 12.1.0.1 on Win 64 2008 R2 and 2012.  We are trying to patch our customers that currently have BP 14 (20160748 ) + OJVM (Dec 2014).

After Opatch Apply to patch (Jan BP 16) the software, an error occurs during Datapatch for patching the DB: ORA-06502: PL/SQL: numeric or value error: character string buffer too small

I've created SR and they are asking Oracle development to look at it as a possible bug.

The funny thing is I can log into the DB and get this error while querying dba_registry. However, if I execute the sql a 2nd time it returns data. I can exit, go back in and it errors and then succeeds.
