How to do a Credit hold at Party level?

We are implementing Oracle Credit Management and Oracle Receivables. I have a question regarding the Credit hold at Party Level. There is a Credit Hold Checkbox at the Account level and Account Site level. But there is no Credit Hold check box at Party level.

Q1) If we create a credit application at the Party level then how to apply a recommendation to hold credit at Party level. How this functionality works in Oracle Credit Management?
