Cannot start db resource on one node of RAC - Getting 01031 Insufficient Privileges error

I have a 2 node RAC running Oracle 11.2.0.2 on Windows 2008 R2 platform.  One of the nodes is working just fine.  On the second node, however, all CRS resources startup just fine, but when the ora.<dbid>.db resource tries to start, an 01031 Insufficient Privileges Error is thrown.  I cannot find any additional info on what exactly is trying to be used that would cause this error.  I have also tried to use SRVCTL to start this instance, but still get the 01031 error.    I have opened an SR with MOS but have not been successful is getting help needed
