IM column store cannot be used on an Active Data Guard standby instance

In 12c R2 the IM column store cannot be used on an Active Data Guard standby instance.  Has this issue been resolved?  This is holding up a migration from 11.2.0.2.  Using Logical standby with Golden Gate is not an option.
