JDE 9.1 Address book setup where state codes are same for different countries

We have an issue where we have the same state code for India and USA, India is a new setup which we require the state code to be printed on our invoices, the UDC 00 /S does not allow dupicate code, how do other mulit national coys get around this issue?

Is there any other option to set this up.
